America First Tax Exempt Investors L.P. ... - Investment and financing

OMAHA, Neb., Oct. 22, 2012 (GLOBE NEWSWIRE) ? The Company acquired 100% of the $9.5 million tax-exempt mortgage revenue bonds issued by the North Carolina Housing Finance Agency as part of a plan of financing for the acquisition and rehabilitation of the Greens at Pine Glen property on October 18, 2012. The tax-exempt mortgage revenue bonds secured by the property were acquired by the Company at par and consist of two series that mature in October 2047. The Series A bond has a par value of $8.5 million and bears interest at an annual rate of 6.5%. The Series B bond has a par value of $950,000 and bears interest at an annual interest rate of 12.0%.

The Company had previously acquired a 99% interest in the Greens of Pine Glen property as part of its strategy of acquiring existing multifamily apartment properties that it expects will be partially financed with new tax-exempt mortgage bond at the time the properties become eligible for the issuance of additional low-income housing tax credits. In connection with the issuance of the new tax-exempt bonds, the limited partnership that owns the Greens of Pine Glen property admitted two new limited partner members which then purchased the low-income housing tax credits. The new limited partner members own 99% of the partnership that owns the Greens of Pine Glen property and are obligated to invest approximately $3.2 million of capital into the property. Once sufficient equity has been invested into the property by the new limited partners, which is expected to occur in the next twelve months, the Company will record the sale of the Greens of Pine Glen property. As part of the October 18, 2012 transaction closing, the $4.6 million mortgage on the Greens of Pine Glen property was paid off.

Chad Daffer, Fund Manager, stated, ?The acquisition of the tax-exempt bonds secured by the Greens of Pine Glen property is another example that the Company?s strategy of identifying quality multifamily properties represents a future opportunity for the Company to make tax-exempt bond investments in accordance with its investment strategy.?

Due to strong local real estate market conditions, the Company sold the Commons at Churchland property in August 2012 for approximately $8.1 million, net of closing fees. This resulted in a gain of approximately $1.3 million recognized in the third quarter of 2012. The $6.0 million mortgage on the property was paid off as part of the sale.

Analysis: Some investors open to higher tax to trim deficit

By Steven C. JohnsonPosted 2012/10/22 at 5:53 am EDT

NEW YORK, Oct. 22, 2012 (Reuters) ? Nobody likes taxes, and much of Wall Street has poured money into Mitt Romney campaign coffers to avoid paying higher ones.

Lloyd Blankfein, Chairman and CEO of Goldman Sachs, participates in a group discussion on "Business by Design: Business with Integrity" during the second day of the Clinton Global Initiative 2012 (CGI) in New York on September 24, 2012. REUTERS/Lucas Jackson

Yet a surprising number of top money managers say they are willing to pay modestly higher rates. They reason that revenue-raising measures are an essential complement to the spending cuts they say are needed to curb the massive U.S. budget deficit.

"It's kind of like taking a distasteful medicine. On the way down, it may not be pleasant," said Ron Florance, who helps manage assets worth $169 billion at Wells Fargo Private Bank. "But in the end, it contributes to longer-term health, and that's what we're looking for at this point."

In recent weeks, Goldman Sachs CEO Lloyd Blankfein and JPMorgan's Jamie Dimon became the latest Wall Street heavyweights to say they would be willing to pay more in exchange for a deal to balance the country's books.

Conventional wisdom in the world of finance and investing says higher taxes, particularly in today's fragile economic climate, would stifle wealth creation, suppress hiring and condemn the economy to an extended stretch of slow growth.

Hedge fund managers like Lee Cooperman and private equity heads such as Stephen Schwarzman have been especially vocal critics of President Barack Obama, accusing him of inciting class warfare. Obama wants to let Bush-era tax cuts on income, capital gains and dividends expire for households earning more than $250,000.

Romney advocates cutting taxes by 20 percent and broadening the tax base by closing loopholes, though he's offered few details. The financial services industry had contributed some $16 million to Romney through October, compared with $4 million for Obama, according to the nonprofit Center for Responsive Politics.

Yet many who manage money for investors with at least $1 million in assets said in recent conversations they do not believe a modest rise in taxes on high-income earners would upend the economy, markets or individual portfolios.

"It only really impacts the higher income taxpayer," said Joseph Balestrino, who helps oversee $360 billion in assets at Federated Investment Management. "They won't like it, but they're not going to be worried about putting food on the table, and I don't think it will significantly alter their spending patterns."

Some said raising taxes might even be a much-needed first step toward deficit reduction. Congress has been too bitterly divided to compromise on a long-term fiscal repair plan.

"My belief is the positive benefits of dealing with the long-term deficit problem would well outweigh any negative consequences of higher taxes," said Jim McDonald, chief investment strategist at Northern Trust, which runs assets worth $704 billion.

SIMPLE MATH

The U.S. deficit in 2012 will top $1 trillion for a fourth straight year, pushing the national debt past $16 trillion. While the United States currently borrows at record low interest rates, investors worry this will change.

"We must stabilize, then reduce the national debt, or we could spend $1 trillion a year in interest alone by 2020," warned the authors of a 2010 Congressional committee's deficit-reduction plan known as Simpson-Bowles. Neither Obama nor Romney has embraced the plan in its entirety.

The issue will come to a head even before the winner of the November 6 election is sworn in. In January, $500 billion of Bush-era tax cuts for all earners will expire and about $100 billion of automatic spending cuts will kick in.

Markets expect Congress will avoid letting all of this happen at once for fear it would plunge a fragile economy back into recession. But many say they want lawmakers to draft a long-term plan to reduce the deficit gradually over time.

"It has to be a balancing act," Balestrino said. "You're not going to just cut taxes like Romney wants to do or just increase spending like Obama seems to want to do."

Most investors agree long-term deficit reduction would require painful spending cuts, including for programs such as Social Security and Medicare struggling to keep up with an aging population.

But many also say taxes should be on the table too, especially for top earners whose effective tax rates are at the lowest level in decades.

According to the nonpartisan Tax Policy Center, federal tax revenue in 2010 fell to levels not seen since shortly after World War II, the result of slow growth and the sweeping but temporary tax cuts passed when George W. Bush was president.

"Simple math says the U.S. government will have to increase revenues to make a dent in the deficit," strategists at BlackRock, a giant in the U.S. investment world with $3.68 trillion in assets, said in a recent note to clients.

Bill Stone, who helps manage $110 billion as chief investment strategist at PNC Wealth Management, said the debt crises in Greece and other European countries have opened some of his clients' eyes to the danger of unchecked deficits.

"I get the sense that people think there should be some degree of shared sacrifice to close the fiscal gap," he said

Mark Lamkin, head of Louisville, Kentucky-based Lamkin Wealth Management, said most of his clients -- small business owners and retirees with up to $5 million in investable assets -- would accept higher rates, too, even though he says the majority intend to vote for Romney over Obama on November 6.

"From an investment standpoint, you always hate to see higher taxes. I'm a low-tax guy but I would be happy with a modest tax increase in exchange for cuts in spending and a move toward fiscal sanity," he said.

Obama claims letting Bush-era tax cuts for the wealthy expire would raise $850 billion over 10 years. Top marginal income tax rates would rise to 39.6 percent and 36 percent, where they stood under Bill Clinton, from 35 and 33 percent. Capital gains taxes would rise to 20 percent from 15 percent for the top two income brackets.

DEALING WITH DIVIDENDS

One ticklish area involves taxes on dividends, which would revert from 15 percent to at least 40 percent if the Bush tax cuts expire.

Andy Busch, global currency and public policy strategist at BMO Capital Markets, said that would be "highly disruptive" for the stock market at a time when record low interest rates have driven investors toward dividend stocks to generate return.

Higher dividend taxes were less disruptive in the 1990s, he said, when higher interest rates and a strong economy made growth stocks more attractive.

Wells Fargo's Florance said such a large jump would "change the way companies reward investors who have put faith in those companies. It's a big deal."

But some investors said record-low bond yields will keep dividends in vogue even at higher tax rates. And many said they expect a compromise that pushes the rate up to 20 to 25 percent rather than 40 percent.

That would keep dividend-paying stocks "attractive to those in the highest income brackets," BlackRock strategists said.

Jeffrey Gundlach, chief executive officer at DoubleLine Capital, which oversees $41 billion, said he expects taxes to rise but adds the focus on what rate the rich pay is too narrow and by itself would do very little to reduce the deficit.

A more credible approach, he said, would also include painful benefit cuts and overhauling a tax code filled with more than 100 credits and deductions. Some, such as those for mortgage interest and charitable donations, are very popular.

"People are attracted to the idea of a more just code without so many tax breaks, but of course, it's only attractive until you learn your breaks are the ones getting discontinued," PNC's Stone said.

Both Obama and Romney say they support an overhaul but have been vague about the crucial details.

Gundlach also said lawmakers should at least consider raising corporate taxes.

Obama and Romney want to cut corporate taxes, which the Tax Policy Center said accounted for 1.3 percent of gross domestic product in 2010, down from 5 percent to 6 percent in 1950.

"I'm not necessarily advocating we do this, but let's at least talk honestly about what the situation is," Gundlach said.

Why Is Romney Campaigning on Medical Quackery?

ticks A close up of an adult female, an adult male, nymph and larva ticks. Ticks do cause Lyme disease, which is treatable with antibiotics, but some doctors prescribe mega-doses of antibiotics to patients who they say suffer from "chronic Lyme disease."

Let?s play doctor. A patient comes to you with joint pain, difficulty concentrating, anxiety, poor attention, and mood swings. You might run a series of tests to rule out a persistent infection or other disorder. If your patient lives in a tick- and Lyme-disease-infested area, you would be wise to test for the bacterium Borrelia burgdorferi and, if detected, prescribe a course of antibiotics. But suppose the tests come back negative and there is little evidence that your patient was bitten by a tick or was infected with the Lyme disease bacterium. If you are a good doctor, and you are, you might explore a diagnosis of depression, a disease that afflicts almost 10 percent of the population at any given time.

If you are a doctor who believes that the CDC and NIH have misrepresented carefully vetted clinical trial data about the diagnosis and treatment of Lyme disease, however, you might diagnose your patient with chronic Lyme disease and prescribe an intensive, long-term, side-effect-laden, mega-dose of antibiotics.

And who would be the biggest supporter of your and your patient?s right to pursue a worth-testing-but-found-wanting treatment? Mitt Romney and Paul Ryan.

A Weekly Standard tipper sent in a campaign mailer from northern Virginia titled: ?Romney-Ryan: Doing More To Fight the Spread of Lyme Disease.? It?s a little more tightly focused than most campaign mailers, maybe, but I admire them for thinking about the local angle: The D.C. suburbs are filthy with ticks, and Lyme disease and other tick-borne illnesses are a huge public health problem.

But the details are delicious. The mailer promises that Romney and Ryan will:

IMPROVE SYNERGY
Ensure that government agencies have an open line of communication and work with patients, researchers, doctors, and businesses in an objective, comprehensive manner.

SUPPORT TREATMENT
Encourage increased options for the treatment of Lyme Disease and provide local physicians with protection from lawsuits to ensure they can treat the disease with the aggressive antibiotics that are required.

Here?s a translation: Forget the science, just channel your legitimate fear of a dangerous disease and your misguided fear of the medical establishment into a vote for us.

As a Slate story pointed out years ago, chronic Lyme disease?not the persistent effects of a long-term bacterial infection but a collection of mysterious symptoms?has powerful supporters. Advocates for the diagnosis tend to blame the medical establishment for not taking them seriously enough. In 2008, the attorney general of Connecticut investigated the Infectious Diseases Society of America, a 50-year-old organization with more than 9,000 physician and scientist members, for misrepresenting the science of Lyme disease.? Not to be outdone, Virginia Gov. Bob McDonnell assembled a governor?s task force on Lyme disease. He appointed Michael Farris as its chair. Farris is a lawyer and the chancellor of Patrick Henry College, aka God?s Harvard, whose motto is ?For Christ and for Liberty? and whose ?Statement of Faith? holds that the ?Bible in its entirety? is ?inerrant.?. The school isn?t known for its biology department.

The task force?s report (PDF) makes some reasonable suggestions. People should be warned about the dangers of ticks. They should shower and do a tick-check after walking in tick habitat. We should shoot more deer. But the task force seems to have bought into the conspiracy theory that the infectious disease establishment is maliciously interfering with proper treatment. It states: ?There is no scientific basis for concluding that 30 days or less of antibiotics is sufficient treatment for every case of Lyme disease.? Again, tell it to the Centers for Disease Control and Prevention.

Another treatment point is telling: ?We received substantial testimony from lay witnesses that they had been successfully treated with long-term antibiotics.? Pro tip: the plural of anecdote is not data. Just because someone signed up to address a public portion of the task force meeting does not mean their understanding or explanation of their own medical care is accurate or relevant.

I don?t mean to make fun of people who are suffering from what they think is chronic Lyme disease. Their symptoms are real, and they deserve help. But giving them a phantom diagnosis and making them part of a crusade to bring truth to medicine just perpetuates the idea that the symptoms they describe must be part of a complex, classic disease. It?s much more likely to be depression, and depression is treatable. As the CDC gently points out, mentioning other diagnoses that have been favorite catch-alls, ?Your doctor may want to treat you in ways similar to patients who have fibromyalgia or chronic fatigue syndrome. This does not mean that your doctor is dismissing your pain or saying that you have these conditions. It simply means that the doctor is trying to help you cope with your symptoms using the best tools available.?

Disregarding my own advice about not taking an anecdote as data, I have my own story about chronic Lyme disease. A friend of one of my brothers had been suffering for years from headaches, fatigue, a sense of despair, a belief that she wasn?t worthy of her job or her boyfriend. She was diagnosed with chronic Lyme disease and was treated with antibiotics, which were ineffective. What she wasn?t treated for, and could have been, was severe depression. She killed herself.

Listen up, Mitt Romney, Paul Ryan, and Bob McDonnell: Medical research and treatment save lives. Please do not perpetuate a mistrust of them in vulnerable, confused people.

If I were entering your income I would list each sessions income and then total it when it was banked. On another page I would enter all the expenses with the date incurred. At the end of each month the amounts should be agreed to the bank balance.

Keeping a receipt book for cash received each session is an extremely good idea.

(AP) ? Kenyan troops invaded al-Shabab's last stronghold in Somalia, coming ashore in a predawn assault Friday. Other African Union forces were traveling overland to link up with the Kenyan forces in the port city of Kismayo.

Col. Cyrus Oguna, the Kenyan military's top spokesman, said the surprise attack met minimal resistance but al-Shabab denied that the city had fallen and said fighting was taking place. Oguna said that al-Shabab has incurred "heavy losses" but that Kenyan forces have not yet had any injuries or deaths.

Residents in Kismayo contacted by The Associated Press said that Kenyan troops had taken control of the port but not the whole city.

"Al-Shabab fighters are on the streets and heading toward the front line in speeding cars. Their radio is still on the air and reporting the war," resident Mohamed Haji told The Associated Press. Haji said that helicopters were hitting targets in the town in southeastern Somalia.

A U.S. military spokesman, Lt. Cdr. Dave Hecht, said the U.S. Africa Command, known as AFRICOM, is closely monitoring the situation but that "we are not participating in Kenya's military activities in the region."

"The operation began five days ago with surgical attacks and gun placement at the jetty and warehouse," Oguna said, adding that Somali national army troops participated in the assault.

An al-Shabab spokesman said on Twitter that the al-Qaida-linked militants still control Kismayo.

"The enemy forces have launched a desperate attack on Kismayo this morning and the mujahedeen forces are resisting their attacks," Sheikh Abdiaziz Abu-Musab said over the militants' radio station in Kismayo.

Oguna said the assault is part of a four-prong attack involving Kenyan forces currently in villages outside Kismayo. The amphibious assault landed between 10:30 p.m. Thursday and 2 a.m. Friday, he said. Some of the troops had night-vision goggles, he said.

African Union troops pushed al-Shabab out of Mogadishu in August 2011, ending four years of control of the capital by the fighters. The Ugandan and Burundian troops that make up the bulk of the African Union force in Mogadishu have slowly been taking control of towns outside of Mogadishu.

The expanding control by AU troops sent al-Shabab fighters fleeing south toward Kismayo, north to other regions of Somalia and across the Gulf of Aden to Yemen, according to American and African Union officials.

Al-Shabab still holds sway across many small, poor villages of southern Somalia. The loss of Kismayo would be significant. The militants taxed goods coming into its port. Al-Shabab lost its major source of financing last year when it was pushed out of Bakara market in Mogadishu, where it also charged taxes.

The march toward Kismayo by the Kenyan forces has been nearly a year in the making. Kenyan troops entered Somalia last October after a string of kidnappings inside neighboring Kenya, including of Westerners in and around the beach resort town of Lamu, which is also seeing the construction of a new port and could one day be final point of a new oil pipeline from South Sudan.

Kenyan forces were bogged down by rain and poor roads for months but have making slow and steady progress toward Kismayo in recent weeks.

More than 10,000 residents fled Kismayo in the last several weeks. Resident Faduma Abdulle said Friday that she is now leaving too. She said al-Shabab announced false propaganda on its radio station Friday to trick residents into moving toward the invading troops.

"They told residents through their radio to loot a Kenyan ship that washed up on the coast, but instead the residents who rushed there were attacked by helicopters," she said. "Some of them have died but I don't know how many. The situation is tense and many are fleeing. It's a dangerous situation."

The commander of the U.N-backed African Union troops, Lt. Gen. Andrew Gutti, said that more of the soldiers were headed to Kismayo to reinforce those that stormed ashore. He said the aim is to "liberate the people of Kismayo to enable them to lead their lives in peace, stability and security. Operations are ongoing to neutralize targets in Kismayo."

Archaeology News : La Bastida unearths 4,200-year-old fortification ...

La Bastida : Credit ASOME ? UAB

Similar characteristics have not been observed in other constructions of the Bronze Age, with three-metre thick walls, square towers originally measuring up to seven metres, a monumental entrance and an ogival arched postern gate; a fully conserved architectural element unique in Europe in that period.

The wall protected a city measuring 4 hectares located on top of a hill. With architectural elements reminiscent of people with Eastern styled military skills, its model is typical of ancient civilisations of the Mediterranean, such as the second city of Troy.

The alignment and characteristics reveal a shrewd defence strategy which represented a new way of fighting, and the implementation of a violent and class-based power structure which conditioned the development of other communities in the Iberian Peninsula during the following seven centuries.

The discovery poses new questions about what is known of the origin of economic and political inequalities in Europe, the formation of the military and the role violence played in the formation of identities.

The discoveries made in the past few years at La Bastida point to the importance of this site in Prehistoric Europe, comparable only to the Minoan civilisation of Crete, and represent a strong addition to the projection of heritage in the region of Murcia, Spain and Europe in general.

The archaeological excavations carried out this year at the site of La Bastida (Totana, Murcia) have shed light on an imposing fortification system, unique for its time. The discovery, together with all other discoveries made in recent years, reaffirm that the city was the most advanced settlement in Europe in political and military terms during the Bronze Age (ca. 4,200 years ago -2,200 BCE-), and is comparable only to the Minoan civilisation of Crete.

The discovery was presented today by Pedro Alberto Cruz S?nchez, Secretary of Culture of the Region of Murcia and Vicente Lull, professor of Prehistory of the Universitat Aut?noma de Barcelona (UAB) and director of the excavation. The event also included the presence of Iv?n Mart?nez Flores, executive administrator of the research and head of the UAB Area for Strategic Projects.

La Bastida : Universitat Autonoma de Barcelona

The fortification consisted of a wall measuring two to three metres thick, built with large stones and lime mortar and supported by thick pyramid-based towers located at short distances of some four metres. The original height of the defensive wall was approximately 6 or 7 metres. Until now six towers have been discovered along a length of 70 metres, although the full perimeter of the fortification measured up to 300 metres. The entrance to the enclosure was a passageway constructed with strong walls and large doors at the end, held shut with thick wooden beams.

One of the most relevant architectural elements discovered is the ogival arched postern gate, or secondary door, located near the main entrance. The arch is in very good conditions and is the first one to be found in Prehistoric Europe. Precedents can be found in the second city of Troy (Turkey) and in the urban world of the Middle East (Palestine, Israel and Jordan), influenced by the civilisations of Mesopotamia and Egypt. This indicates that people from the East participated in the construction of the fortification. These people would have reached La Bastida after the crisis which devastated their region 4,300 years ago. It was not until some 400 to 800 years later that civilisations like the Hittites and Mycenaeans, or city-states such as Ugarit, incorporated these innovative methods into their military architecture.

A Construction Designed for Combat

The fortification of La Bastida is an impressive construction due to its monumentality, the expertise demonstrated in architecture and engineering, its antiquity and because it helps us today to learn about such a distant past which is also easily recognisable in the present. It also represents an innovation in the art of attacking and defending fortifications, especially on the military front. The construction was designed solely for military purposes, by people experienced in fighting methods unknown in those times to the West.

The towers and exterior walls denote advanced knowledge of architecture and engineering, with slopes of over 40 per cent. The lime mortar used offered exceptional solidity to the construction, strongly holding the stones and making the wall impermeable, as well as eliminating any elements attackers could hold on to.

The postern gate, as a hidden and covered entrance, demanded great planning of the defensive structure as a whole and of the correct engineering technique to fit it perfectly into the wall.

Continental Europe?s First Bronze Age City

The latest excavations and the result of Carbon 14 dating indicate that La Bastida was probably the most powerful city of Europe during the Bronze Age and a fortified site since it was first built, in circa 2,200 BCE, with a defence system never before seen in Europe.

The fortification was not the only discovery made. From 2008 to 2011, excavations unearthed large residences measuring over 70 square metres distributed throughout the city?s four hectares. These large houses and public buildings were alternated with other smaller constructions, all separated by entries, passageways and squares. A large pool held by a 20-metre dyke with a capacity for almost 400,000 litres of water also clearly denotes that the city?s population was of a complexity and that it used advanced techniques incomparable to other cities of its time.

La Bastida : Credit ASOME ? UAB

The discoveries made at La Bastida reveal a military, political and social rupture: the establishment of a violent and classist ruling society, which lasted seven centuries and conditioned the development of other communities living in the Iberian Peninsula. Overall, archaeologists are redefining what is known of the origin of economic and political inequalities in Europe, as well as military institution and the role played by violence in the formation of identities.

A Unique Archaeological Park in Spain

The excavations at La Bastida are directed by the Research Group in Mediterranean Social Archaeoecology (ASOME) of Universitat Aut?noma de Barcelona (UAB), formed by lecturers Vicente Lull, Rafael Mic?, Cristina Rihuete and Roberto Risch. The research group receives the support and funding of the Department of Culture Regional Cultural Ministry of Murcia, the UAB, and the Totana City Council. The Spanish Ministries of Industry, Trade and Tourism, and of Economics and Competitiveness also give financial support to the project.

La Bastida will be systematically excavated with the aim of becoming a unique archaeological park open to the public and consisting in a monographic museum, a research and documentation centre, and part of the site open to visitors. Advancing and maintaining this project will depend on the commitment shown by the different public institutions and social agents taking part in the excavation of La Bastida.

One of This Election's Only Criminal Inquiries into Voter Fraud Involves the RNC

The Republican National Committee has fired a consulting firm it had hired to register Republican voters over allegations of that the firm turned in 106 potentially fraudulent registrations in Florida, reports. Over the last few years, Republicans have pushed for stricter rules like showing a valid photo ID at polling stations?to combat voter fraud, under the suspicion that lots of people are out there criminally and fraudulently voting. As it happens, this case, Isikoff writes,?"appears to be one of the first to have led to a criminal inquiry in this year's election."

RELATED:

The RNC has paid Strategic Allied Consulting $2.9 million this year, but terminated the contract after the elections supervisor in Palm Beach County discovered the suspected fake registrations, some of which listed home addresses as those of a gas station and a car dealership. Iskoff reports:

Out of 304 Republican voter-registration forms recently dropped off by a firm employee at a small "satellite office" of the Palm Beach? elections office, 106 were flagged as potentially fraudulent -- including "a lot" with "similar looking" signatures and others with apparently phony addresses, [Palm Beach election supervisor Susan] Bucher said in an interview.?

The allegations are under investigation by the Palm Beach State Attorney's Office.

ASUS Transformer Prime TF201 gets Android 4.1.1 Jelly Bean update

ASUS Transformer Prime TF201 gets Jelly Bean update, lets owners enjoy Android's finest

The folks from ASUS gave North American Transformer Pad Prime and Infinity owners a tease yesterday, telling them that the TF201 and TF700 models would receive an update to Android 4.1 within the next three days. Today, the Tawianese firm's made good on half its promise, delivering Jelly Bean to the Prime OTA. We confirmed that the update is rolling out, as our in-house TF201 has, indeed, been upgraded to version 4.1.1. Alas, Infinity owners are still sans their software goodies, but ASUS still has plenty of time left in that 72 hour window.

[Thanks, Anthony]

Senior Clinton deputy for Syria retiring: U.S. official

NEW YORK (Reuters) - One of U.S. Secretary of State Hillary Clinton's top deputies for Syria plans to retire, a senior U.S. official said on Tuesday, although he played down any impact on policy.

Frederic Hof, who along with U.S. Ambassador to Syria Robert Ford has been the main anchor of the State Department team handling the Syria crisis, has informed Clinton he intends to step down, the official said.

"He is going to be retiring," the official told reporters in New York, where Clinton is attending this week's meeting of the U.N. General Assembly. Syria is among the top issues under discussion.

"There comes a time when it really is important for us to reconnect with our families and spend time with them, and that's the reason he has decided to step down," the official said.

"The secretary is extremely grateful for his leadership and all the work he has done on a variety of issues."

Hof, a Middle East expert and special adviser to Clinton on Syria, has worked to encourage the country's fractured opposition to find greater cohesion and present a viable alternative to President Bashar al-Assad government.

The official said Hof's departure would not affect U.S. planning for an eventual political transition in Syria, where Assad's government has waged an 18-month campaign to crush an armed uprising that has raised fears of wider instability throughout the Middle East.

Clinton has held a number of discussions on Syria at this week's U.N. meeting, although the international community remains deeply divided over how to respond to the crisis.

With Russia and China blocking U.S.-led moves at the U.N. Security Council to impose punitive measures on the Assad government for failing to implement peace proposals, Washington and its allies are looking at other moves. To date these have been limited to non-lethal assistance for Syria's opposition.

Clinton is expected to chair a meeting of the informal "Friends of Syria" group on Friday and the U.S. official said that Iraq - whose Shi'ite-led government has grown closer to neighboring Iran, a key Assad ally - would attend the meeting for the first time.

In a meeting on Tuesday with Iraqi Vice President Khodhair al-Khozaei, Clinton again urged Baghdad to take steps to stop Iranian aircraft suspected of carrying weapons to Syria from crossing Iraqi airspace, the official said.

Canadian catches H1N1 variant after close contact with pigs

OTTAWA (Reuters) - A Canadian man has been infected with an H1N1 variant influenza virus after having had close contact with pigs, a key health official for the province of Ontario said on Tuesday.

H1N1 is a swine flu virus responsible for a pandemic that broke out in 2009, starting in the United States and Mexico and spreading around the world in six weeks.

The virus also caused alarm the world pork trade three years ago with about a dozen countries temporarily restricting Canadian pork imports after the virus spread to a pig farm in the province of Alberta.

An influenza virus that normally circulates in animals is referred to as a variant virus when it infects humans, and is labeled H1N1v in that case, said Arlene King, Ontario's chief medical officer of health.

"I would like to reassure Ontarians that this variant influenza virus rarely spreads from animals to humans. Subsequent human-to-human transmission is also rare," she said in a statement.

"I would also like to stress that this is not a food safety issue; the consumption of properly cooked pork continues to be safe. Proper cooking of meats, including pork, kills all bacteria and viruses," she added.

The Canadian resident is being treated and closely monitored in a hospital in southwestern Ontario.

"The identification of this case is the result of the strength of our current surveillance system here in Ontario. It is not an unexpected occurrence and there have been a number of human infections with variant influenza viruses in the United States over the past year," she said.

Canada is the world's biggest exporter of live hogs, mostly to the United States, and the third-largest pork shipper.

Canadian Agriculture Minister Gerry Ritz said the government would take steps to reassure its export markets.

"The biggest thing is we always tell people in Canada our food supply is safe, and the Americans work with us in that regard," he told Reuters. "We're very much integrated when it comes to the meat sectors back and forth across our borders. We work together on these issues all the time."

The case is unlikely to cause the same backlash against Canada by pork importers that it did in 2009, said Martin Rice, executive director of the Canadian Pork Council.

"H1N1 sends off alarm bells in certain people's minds simply because of their recollection, but by no means is this looked at as something that will evolve into a big health undertaking that would have implications for trade," he said.

Canadian and Ontario government officials have not said where the infected man came in contact with pigs or if steps have been taken to quarantine or destroy the sick pigs.

Officials with the Canadian Food Inspection Agency could not immediately comment on the case.

CHART OF THE DAY: Disappointing iPhone 5 Sales - Business ...

Apple just reported that it sold more than 5 million iPhones over the iPhone 5's opening weekend.

This is a very disappointing number.

It's below top Apple analyst Gene Munster's estimate of 6 million to 10 million. Worse, it indicates that growth may be slowing at Apple.

Take a look at this chart.

Opening weekend sales grew 70 percent between the 3GS and the iPhone 4, and then an astounding 135 percent between the 4 and the 4s. That's acceleration. iPhone 5 sales, meanwhile, grew only 25 percent. That's massive deceleration.

Will a warming planet and melting sea ice spur development in the Arctic? (+video)

Researchers predict that nearly ice-free summers are on the way, although it?s not yet clear when this will happen.

By Wynne Parry,?LiveScience Contributor / September 20, 2012

Ice-free summers in the Arctic are on their way, say scientists, who suggest various implications, from threatening polar bears that depend on the ice for habitat (photo taken in 2008) to making shipping easier and faster through the Northwest Passage.

Jessica K Robertson, U.S. Geological Survey

Arctic sea-ice extent shrank to an unprecedented low this summer, part of a long-term decline in the icy white cap over the far northern ocean.

The ongoing thaw has opened new sea lanes to shipping, with a Chinese icebreaker recently becoming the first ship to cross the Arctic Ocean from China to Iceland. Matt Stock reports.

Researchers predict that nearly ice-free summers are on the way, although it?s not yet clear when this will happen. This shift has implications for climate ? in particular, it is expected to aggravate global warming ? and for the animals, such as polar bears and walruses, which depend on the ice for habitat.

But the loss of?ice over the Arctic Ocean?also opens up the possibility for increased shipping, tourism, oil and gas exploration, and fishing. But this potential development raises challenges with which nations will have to grapple, said Anne Siders, a postdoctoral researcher with the Columbia Center for Climate Change Law, to an audience at Columbia University Wednesday (Sept. 19).

Siders was among a panel of researchers who discussed the science behind the declining sea ice, the suite of changes occurring in the Arctic and public perception of it. [10 Things You Need to Know About Arctic Sea Ice]

A predictably open Arctic Ocean creates opportunities and challenges for nations that ring the Arctic. Here are some of them.

The opportunities: ??

Fishing:?Warming ocean temperatures, migrating fish and changes in sea ice may create conditions favorable to the development of new?commercial fisheries?within the Arctic, according to the U.S. National Oceanographic and Atmospheric Administration (NOAA). A U.S. plan, approved in 2009, temporarily prohibits commercial fishing in U.S. Arctic waters until more information is available.

More ship traffic:?A journey through the?Northwest Passage?north of Canada or along the Northern sea route over Russia can cut thousands of miles off a trip that could otherwise require a ship to travel through the Panama Canal or the Suez Canal. Between 1906 and 2006, only 69 ships traveled through the Northwest Passage, said Michael Byers, professor of political science at the University of British Columbia, in a recent article in the Canadian newspaper? The Globe and Mail. In 2010, 18 traveled through, and in 2011, 22 made the trip. As ice in the passage has dwindled, tourist trips on cruise ships and private yachts has increased, the?Canadian Broadcasting Corporation?reports.

Gas and oil:?The U.S. Geological Survey (USGS) estimated in 2008 that the Arctic holds a wealth of undiscovered energy reserves: 90 billion of barrels of oil, 1,670 trillion cubic feet (47.3 trillion cubic meters) of natural gas, and 44 billion barrels of natural gas liquids ?most of it offshore. The quest for these resources is underway, in spite of setbacks. The oil company Shell announced on Monday(Sept. 17) it was delaying until next year plans to drill off the Alaskan Arctic coast. The loss of ice would make this prospecting easier.
